ADGM Company Registration: Do You Need a Physical Office, or Is a Flexi-Desk Enough?

Understanding ADGM's physical presence requirement and how a flexi-desk (dedicated desk) satisfies it for your business licence.

One of the most common questions from founders setting up in ADGM is whether they need a full physical office, or if a shared desk arrangement is enough to register.

The short answer
A flexi-desk — ADGM's term for a dedicated desk with a registered address — satisfies the physical presence requirement for most ADGM business licences. You do not need a full private office to register your company.

What qualifies as an ADGM flexi desk
At Aegis Coworking, our Dedicated Desk plan qualifies as an ADGM flexi desk. It includes:

  • Your own dedicated desk (not shared)

  • A registered office address suitable for your ADGM licence application

  • 24/7 building access

  • Lockable storage

What about the Due Diligence Fee?
ADGM requires a one-time Due Diligence Fee (AED 1,200 at Aegis Coworking) covering the compliance and background checks needed before your licence and registered address can be activated. This is separate from your monthly desk rental.

When do you actually need a private office?
As your team grows past a handful of people, or if you need a fully branded, lockable space for client meetings, upgrading to a private office becomes the better fit. Many businesses start with a flexi-desk and move to a private office later — there's no penalty for upgrading.

Bottom line: for most founders and small teams registering in ADGM, a dedicated desk (flexi-desk) is a fully compliant, cost-effective way to get your business licence without paying for space you don't yet need.
